Layer 1 — for the user1What you do with it tracks the code

You enter postcode and house number; the app derives a ladder from it — house, neighbourhood, district, town, municipality, region, province, country — and fills every rung with who decides, what is going on, what is fixed and what you can do. Everything comes from public sources with attribution: PDOK and the BAG for your address, Statistics Netherlands (CBS) for the figures, Open Council Information and your municipality's council system for decisions and meetings, the official gazettes, local news feeds, OpenStreetMap for amenities, the police for safety, PBL for climate goals, RIVM for air, Eurostat for Europe, and the Signal Gate for supplier signals. Your blueprint is read from Support, never written here. The menu: My place, My cases, Circle & help request, Forum, Monitor, Politics, Spiritual, Cultural; on the right the NL/EN toggle and logout. On every page Swarpie (bottom right) suggests three next steps, and Speech (bottom left, Alt+Shift+S) reads aloud, navigates and answers questions. The app itself is bilingual.

• Log in with your e-mail address: you get a login link (valid 15 minutes), no password. The same account as in the other SWARP apps.
• Look first? Enter the four digits of your postcode and click Show: municipality, district, province, road safety, what is about to happen and what just happened, and residents' open issues — without an account, the "viewing mode".

• Find my place: postcode and house number; with a house number the ladder starts at your house and you also get your neighbourhood.
• Your search rule at the top: your own themes, or a proposal based on your blueprint, or "you simply see everything" — the app never hides anything.
• This is happening: first what is coming, then what just happened — press, council, decisions, gazettes, residents, parliament and signals (with "via supplier"), each with source link and reason ("coming up", "your neighbourhood", "your theme"). Switch on alert mail to get this by e-mail; with a workplace also work alerts.
• The loop: know → specify → show → find → do, with your next step. Since your last visit: new council decisions. Workplace: a second municipality you follow.
• Ask a question about your place and turn the answer into a case with one click.
• The ladder, rung by rung: house (BAG, water board, making it sustainable with the CBS baseline and a step plan, initiatives in your district), neighbourhood (CBS figures, amenities within a kilometre), district (key figures, character community/authority/equality/market, councillors who live here, practices), town, municipality (seat bar, counts), region, province (States, coalition agreement), country (parliament, programmes, revolt signals). Every rung links to its own page.
• Per district you can start a practice yourself: neighbourhood group, district association, theme group, professional group, citizens' assembly or other.

• Here you can start a discussion or reply, click "does this play for you too?" on an issue (that becomes a public report), start a practice, and go to all gazettes of your municipality.

Neighbourhood: no government of its own (that is the council), CBS neighbourhood figures, amenities and official distances, safety (police figures, "figures, not alerts"), open issues. Province: Provincial States, coalition agreement, your region; States decisions are deliberately not connected yet and that is stated. Country: parliament, all 2025 election programmes (read, download, original), the coalition agreement, revolt signals (issues in three or more municipalities), the climate and energy goals with their chance of being met, and "from national to your district".
• Neighbourhood and town require a full address; otherwise the rung says so.

• Per scale the signals of rigidity, revolt and renewal, with a reading of today based only on these figures. District: open issues, longer than 60 days, practices, the CBS top-up round. Municipality: who publishes no council information, agreements and expired agreements, councillors and who is reachable by mail, decisions. Province: States groups and agreements. Country: groups, programmes, revolt signals, air today (RIVM), climate goals (PBL). Europe: the Netherlands in European context (Eurostat). The world: the market weather from Financial Weather. The gate: per source a green or red dot, admitted and refused, external or own — silence is judged only for sources with a rhythm.
• What is not measured is stated honestly. Click through per scale to your ladder, your municipality and the sources.

• One issue, one file. List with title, status (open, substantiated, sent, answered, resolved, rejected, closed) and place.
• Start a new case: title, description, category (housing and maintenance, energy, public space, road safety, municipal facility, care and welfare, other). Nothing is sent automatically; you decide what happens with the case.

• The case with place, description, the legal deadline (N days left or expired), and a notice if other residents in your district have the same thing open.
• Bundling and publicity: make the case public (anonymised: district, category, cause — no name or address), name the causer (company, government, institution) and the cause.
• Who is responsible: the route and the contacts — councillors with e-mail address and group websites. You send it yourself; SWARP holds the file, it is not a counter. Similar cases found with AI and linked.
• Timeline: add a note, "I sent this", "reply received", "resolved", "close". Editing is always possible.

• My circle: people with their relation (partner, child, parent, neighbour, GP, home care, …), with or without a SWARP account; invitations are answered with "I will" or "rather not". Your circle capacity is shown below.
• What your circle should take into account: moving, seeing, hearing, overview, resilience, ongoing care — self-declared, no diagnosis, only your circle sees this.
• Start a help request per category (health, housing, administration, transport, groceries, loneliness, care, overview, other) and who may help. Per request: divide and tick off tasks, find and invite peers, "who closes this?" to the MAZE-Bank, turn it into a citizen case when an institution is needed, make it ongoing or finish it.
• My life course: what has been finished, lasting. A case is temporary; your life course is permanent.

• Ten themes from the Meta Election Programme, each with core goal, Maslow level and Fiske relation. Put them in your order with ↑/↓ and save; you vote nothing with it, you set your filter with it.
• Below it where you engage (Maslow pyramid) and how you relate (four bars), and what happens with your top 5: it filters the news and the council agenda and ranks groups per rung. Back to the programme order is always possible.

• Your blueprint as a story: a creation story and four corners — birth, gaze, rhythm, pull — each with Tell or Again. Peers who share at least two corners with you, and library, theatre and cinema near you. Without a blueprint the page refers to Support.

Layer 2 — for the thinker2The idea & the philosophy enduring

SWARP is a bottom-up citizen system: the goal is that you know what is happening locally and can find the people around you. Living Environment is the map for that.

The founding thought is that democracy begins at the place where you live, not at the country. So the app reverses the usual order: not "pick a municipality from a list", but "give your address, and the surroundings unfold as a ladder of scales". Each rung has its own government and its own sources, and on every rung the same question holds — who decides here, what has been decided, and what can I do about it?

The second choice is honesty about coverage. Where a national source is silent, a rung stays empty rather than being filled with guesswork. An empty cell is a marked gap, not a fault — exactly as an empty address in the MAZE is an open question. This is how the map invites local sources to fill what the national ones do not reach.

Layer 3 — for the builder3How it works — sources, API & gaps

The sources — it invents nothing enduring

Every rung is filled from public, verifiable sources; the backbone is PDOK + the BAG for address and location. That "no guesswork, only sources" principle is enduring; which sources are added moves. Currently, among others:

• CBS (district/neighbourhood figures, proximity, crime), KOOP & local regulations (CVDR) via SRU.
• Open Council Information (parties), Parliament OData (national agenda).
• NDW (roadworks), OpenStreetMap (amenities), TenderNed (procurement), DSO/Environment Act.
• RIVM (air), KNMI (weather & seismology), Rijkswaterstaat (water), police, PBL & Eurostat (for the monitor).
• Local news (RSS + curated feeds) and the election manifestos of sixteen parties.

The API tracks the code

The app has more internal routes than shown here; these are the public ones and the partner gate. The app shares its database, login and forum with its sister services — one account across the family.

What is still being built — honestly tracks the code

• Council members as people (writing to them) — no national source yet.
• Provincial decisions not yet connected; region/province partly empty.
• Coverage is uneven: not every district has CBS figures; not every municipality publishes council information. The coverage page shows per source what exists.
